P6 - Too many procedural rules

Most problems are detected when Inform translates the source text, but this is one of the exceptions, a "run-time problem" which emerges only during play.

When a procedural rule changes the behaviour of the standing rulebooks, the story file has to make a note of the change. If enough rules act at once, it runs out of space in which to keep these notes: that seems to have happened here. The situation is simply too complicated.
